ProTech Founder, Matt Skelding: A Proven Leader in Professional and Technical Education, Workforce Development and Vocational Training Reform

Matt Skelding is a Chartered Fellow of the Chartered Management Institute and a recognised leader in technical education, training, and assessment, with over 20 years of hands-on and strategic experience across the sector. His career spans the full spectrum... From frontline teaching and curriculum development to multi-agency leadership and national regulatory compliance, making him one of the most well-rounded and respected figures in the post-16 professional and technical education space.

Matt’s journey began in the trades, qualifying as a time-served plumber before moving into education. He quickly earned a reputation as an outstanding vocational teacher, achieving a Grade 1 Ofsted rating and going on to become a highly regarded Subject Learning Coach. In this role, he mentored teaching staff across a major FE college, leading quality improvement initiatives and promoting best practice in the delivery of vocational training. His passion for developing others was evident early on and has remained a core part of his professional DNA.

As Director of Learning at Full Circle Learning, Matt was responsible for delivery centres in Rotherham and Leeds, overseeing everything from curriculum design to quality assurance and operational leadership. Under his guidance, the centre achieved strong learner outcomes, with Level 2 and 3 apprenticeship achievement rates consistently in the 80–85% range. He also implemented ISO 9001 standards, demonstrating his commitment to quality management and organisational excellence.

Matt's consultancy work with Route One saw him contribute to the wider sector as a technical author and qualification developer, supporting several awarding organisations in shaping high-impact, industry-relevant training products. This behind-the-scenes influence on national qualifications gave him an inside track on what works - Both for learners and for the workforce.

In 2015, Matt joined BPEC, a nationally recognised certification body and awarding organisation. Over the next ten years, he led its transformation from a traditionally structured organisation into a dynamic, commercially aware operation. As Head of Operations and Development, he was instrumental in building its End-Point Assessment Organisation (EPAO) from the ground up, driving full regulatory compliance with Ofqual, QiW, UKAS, and IGEM. He was a key figure in BPEC’s senior leadership team, directing business development, certification operations, marketing, and product strategy.

Now as Managing Director of ProTech Education and Assessment, Matt continues to shape the future of vocational learning, building credible, high-quality training solutions that are aligned with industry needs and national policy. His work blends regulatory rigour with commercial awareness and a deep understanding of what makes vocational learning meaningful, measurable, and effective.

Whether developing national policy, mentoring new tutors, or leading complex operational change, Matt’s career has been defined by integrity, clarity of vision, and a relentless drive to raise standards across the professional and technical education sector.
