ProTech Founder, Matt Skelding: A Decade of Strategic Leadership at BPEC in Technical Education and Certification
With over 20 years of experience in technical education, training, and assessment and a defining decade at the helm of operational transformation at BPEC - Matt has built a reputation as a forward-thinking, commercially astute, and highly effective senior leader.
Matt’s career began in the trades, where he qualified as a time-served plumber. His early career in teaching and quality assurance roles in further education gave him a deep understanding of vocational pathways, regulatory frameworks, and the challenges of modern workforce development. This practical foundation would later prove vital in his leadership approach - grounded, strategic, and always focused on delivering outcomes that benefit both learners and the industry.
In 2015, Matt joined BPEC - a nationally recognised certification body, awarding organisation, and provider of technical training resources. What began as a development-focused role quickly evolved. Over the next ten years, he rose to become Head of Operations and Development, taking responsibility for every trading business function outside of finance. In addition to technical and regulatory operations, his remit spanned business development, certification operations, administration, marketing, and compliance - making him a key architect of BPEC’s modern identity.
Under Matt’s leadership, BPEC was transformed from a traditionally structured organisation into a dynamic, commercially aware group of entities. He led the full operationalisation of its End-Point Assessment Organisation (EPAO), oversaw product development across all business areas, and drove regulatory compliance with Ofqual, QiW, UKAS, and IGEM. He instilled a culture of continuous improvement, organisational development, and staff empowerment - leading and setting high standards across all teams.
As a member of BPEC’s Senior Leadership Team and Responsible Officer, Matt was integral to strategic decision-making, working closely with Directors, Trustees, and industry partners to deliver long-term value. His influence extended beyond BPEC’s internal operations: he represented the organisation in national working groups, collaborating with MCS, APHC, and SNIPEF to ensure BPEC stayed at the forefront of the low-carbon, sustainability-driven skills agenda.
His most recent legacy is the creation of a purpose-built training and assessment facility at BPEC’s Derby headquarters, which to deliver high-quality Train-the-Trainer programmes and includes a bespoke Fire, Emergency and Security Systems (FESS) assessment centre. This initiative embodies Matt’s strategic vision - combining quality with real-world relevance, raising teaching standards, and future-proofing the organisation.
Now as Managing Director of ProTech Education and Assessment, Matt continues to apply his experience to influence and support national and regional policy, raise standards in post-16 education, and develop and upskill the next generation of technical and professional workforce. He is also a Chartered Fellow of the Chartered Management Institute and holds a CMI Level 7 Diploma in Strategic Management, reinforcing his status as a highly qualified and respected leader.
